A RESOLUTION CONCERNING SALARY INCREASES IN THE NEXT BIENNIUM


WHEREAS, the University of Wyoming aspires to be among the nation’s finest examples of a public research university; and

WHEREAS, as written in the Mission Statement, “The university is dedicated to promoting an environment of excellence and achievement which encourages the full personal development of those it serves and of those who serve the University”; and

WHEREAS, an equitable pay structure with competitive salaries is essential in attracting and retaining a skilled, motivated work force, thereby increasing the level of service to our students, our faculty, and our staff, and effectively promoting the university’s mission of excellence and achievement; and

WHEREAS, while merit-based salary increases can have a beneficial effect on employee productivity and satisfaction when properly applied, all employees are affected by the increased cost of living; and

WHEREAS, the cost of living in Wyoming has increased considerably since July 1999, when the most recent adjustment to the salary matrix occurred, and this has caused a significant impact to the majority of staff, which is now further aggravated by increased insurance and health care costs; and

WHEREAS, the last adjustment to the salary matrix on July 1, 1999, benefited only the staff members at the entry levels of their pay grades, which thereby increased compression in each pay grade; and

WHEREAS, raising the Minimum University Salary in the same way as was done in July 1999 would benefit only 4% of current staff members (according to December 2001 payroll figures); and

WHEREAS, an adjustment of the entire salary matrix, applied as a percentage increase to every pay grade, and subsequently adjusting each employee’s annual salary by the same percentage would avoid further compression issues, and provide assistance in offsetting some of the cumulative increases in the cost of living that all employees are experiencing; and

WHEREAS, rewarding staff employees with an appropriate combination of merit, experience, and cost-of-living based pay increases would have the greatest overall effect in retaining and attracting a skilled, experienced, quality-driven, and productive work force;

THEREFORE BE IT RESOLVED THAT Staff Senate recommends that of the funds to be appropriated for salary increases in the coming biennium, priority should be given to an overall adjustment of the staff salary matrix structure, as explained above, before these funds are further divided into faculty/staff/administrator pools, with the staff pool retained for merit adjustments in the same biennium.
