Paper Products and Printing:


The vendor must provide environmentally preferable paper products that meet one of the following criteria:

(1)  Green Seal certified as defined in ARSD 10:02:05:04;

(2)  Ecologo certified as defined in ARSD 10:02:05:05; or

(3)  Comply with the minimum requirements for recycled content as published in the United States Environmental Protection Agency Comprehensive Procurement Guidelines, Buy-Recycled Series, Paper Products, October 2007.

The vendor may offer lower cost alternative paper products that do not meet one of the listed requirements, as long as all other specification requirements are met. The State may consider the alternative products for award if it is apparent that no product is available that meets any of the stated requirements or if the environmentally preferable paper product does not exceed the price of the alternate product by more than five percent.



Cleaning and Maintenance Products:


The vendor must provide environmentally preferred cleaning and maintenance products that meet one of the following criteria:

(1)  Green Seal certified as defined in ARSD 10:02:05:04;

(2)  Ecologo certified as defined in ARSD 10:02:05:05; or

(3)  Designated for preferred procurement through the U.S. Environmental Protection Agency Designed for the Environment Safer Product Labeling Program by meeting the requirements of the EPA's DfE Standard for Safer Cleaning Products (SSCP), as revised on March 2010;

(4)  Determined to be biobased products using ASTM Method D6866, 10 Standard Test Methods for Determining the Biobased Content of Solid, Liquid, and Gaseous Samples Using Radiocarbon Analysis, as in effect on July 1, 2010. Any cleaning or maintenance product included in the United States Department of Agriculture's BioPreferred Program electronic catalog of qualifying biobased products is accepted as compliant with this section; or

(5)  Certified as meeting or exceeding any of the other requirements listed in this section by an independent and knowledgeable third party based on standardized test procedures.

The vendor may offer alternative cleaning and maintenance products that do not meet one of the listed requirements, as long as all other specification requirements are met. The State may consider the alternative products for award if it is apparent that no environmentally preferable product is available that meets any of the stated requirements or that the purchase of the environmentally preferable cleaning and maintenance product is not practicable based on the bids or quotes received.



Energy Consuming Products:

The vendor must provide environmentally preferred products that meet one of the following criteria:

  1. Energy Star qualified as defined in ARSD 10:02:05:06;

  2. Green Seal certified as defined in ARSD 10:02:05:04; or

    (3)  Ecologo certified as defined in ARSD 10:02:05:05

The vendor may offer alternative products that do not meet one of the listed requirements, as long as all other specification requirements are met. The State may consider the alternative products for award if it is apparent that no environmentally preferable product is reasonably available that meets the functional requirements of the agency or is cost effective over the life of the product taking energy cost savings into account. When offering alternative products, the vendor is responsible for providing energy consumption information for evaluation purposes.

Water Consuming Products:

The vendor must provide environmentally preferred products that meet one of the following criteria:

(1) WaterSense qualified as defined in ARSD 10:02:05:07;

(2)  Ecologo certified as defined in ARSD 10:02:05:05

The vendor may offer alternative products that do not meet one of the listed requirements, as long as all other specification requirements are met. The State may consider the alternative products for award if it is apparent that no environmentally preferable product is reasonably available that meets the functional requirements of the agency or is cost effective over the life of the product taking water cost savings into account. When offering alternative products, the vendor is responsible for providing water consumption information for evaluation purposes.
