SUBJECT: 2018 SBE Utilization Report – June 2020 Update
This memo provides an overview of the 2018 Small Business Enterprise (SBE) program Utilization Report. Of the 41 projects which were undertaken in 2018, 22 projects have been finished. Once projects are finalized, respective bid amounts can be compared against stated SBE utilization criteria.
KEY FINDINGS:
Of the 22 projects completed, 17 met their stated SBE criteria of 10%, established in January 2018 (see TABLE 1, highlighted in red)
Only two of 22 completed projects had actual SBE utilization amounts lower than projected SBE utilization.
Totaling all 2018 projects completed, both projected and actual SBE utilization exceeded the 10% requirement.
Projected SBE utilization in 2018 was $2.48 million of $21.73 million total, or 11.42% of the total amount bid.
Actual SBE utilization in 2018 was $3.47 million of $21.24 million total, or 16.34% of total amount spent.
Eight prime contractors were used in the 22 projects completed. 29 SBEs were used in the projects completed
Overall, no prime contractor had actual SBE utilization amounts lower than projected SBE utilization (see TABLE 2).
Overall, 12 of 29 SBEs had actual SBE utilization amounts lower than projected SBE utilization (see TABLE 3, highlighted in red).
NEXT STEPS:
These findings demonstrate that the overall goals of the SBE program – to expand opportunity for small businesses to take part in City contracts – are largely being met. While there are concerns about the five projects that did not meet SBE Utilization requirements, more information is needed to determine if this is an ongoing concern, or if there are underlying issues with these projects to be addressed. With regard to specific contractor utilization, there are a large number of change orders that have taken place within the data. Again, more information is needed to determine whether the amount shown is unusually high. The Mayor’s Office of Economic Development will continue to provide reporting to understand these trends.
