Arthur Oyola-Yemaiel, Ph.D.

I am currently the Director of the Emergency Management Program at North Dakota State University. Previously, I was a researcher and planning consultant for the Florida Division of Emergency Management where I was responsible for the development of a research agenda for the Division in coordination and cooperation with higher education institutions and research centers in the state of Florida, and, as the Academic Liaison, I was responsible for integrating academic research with practical application. In addition, I was responsible for the coordination of the State Mitigation Strategy in accordance with Disaster Mitigation Act of 2000. My formal education is in meteorology, environmental sciences, economics and sociology/anthropology. My research and publications encompass the areas of disasters and emergency management including aspects of vulnerability, complex organizations, systems, development, social change, conflict resolution, and conservation/sustainability. I have presented and published my work at national and international forums.


At the 2004 FEMA Higher Education Conference, I am interested in creating partnerships with other higher education institution programs. Such alliances will ensure:

  1. programmatic legitimacy,

  2. create strategies for student development and exchange so students at participant universities can complete a degree and follow with an advanced/additional degree at another institution,

  3. exchange of course credit where students can complete summer sessions at partner universities (i.e., practicum) and transfer those credits directly to meet their resident program requirements, and

  4. a common program development strategy building to emergency management degree program accreditation.
