Wind, rain, snow, and ice emergencies and resulting damage affect schedule.

Crew Attendance affects schedule, i.e., sick time, personal time, injury, vacation, Highway position Vacancies. Vacation time is discouraged from December 1 through April 1. Crew members take anywhere from two to six weeks vacation time each during the spring, summer and fall months (up to 15 weeks the highway department operates with less than a full crew).

Unexpected circumstances requiring immediate attention affect schedule as well.
