Guidelines for Holiday Subsidy Initiative
Aim
Public Health Wales recognises the difficulty and financial burden placed upon parents when organising and paying for childcare during the school holidays. After gathering views from staff, it was agreed that funds resulting from cost savings from the childcare voucher scheme will be used to assist staff financially at such times. As the funds are limited, we cannot guarantee that every application will be successful.
Who may apply?
Staff can now apply for a partial reimbursement towards the costs of Easter holiday childcare required whilst they are in work, as part of the holiday subsidy initiative.
All staff with children in *part/full time education are eligible to apply. The scheme does not apply for staff whose children are not in part/full time education.
The staff member has to be the main carer/guardian for the child/ren. The initiative will not be available to grandparents who may look after their grandchildren.
The scheme is open to staff with a child/ren between the ages 3-16, who attend part/full time education and for whom childcare is needed in the relevant school holiday.
*Subsidy will only be applied to childcare costs which replace school hours*
Limited funding
The fund has been created as a result of cost savings made by the childcare vouchers scheme, where the Trust does not pay National Insurance on the childcare voucher element of employees’ pay. The Trust has agreed to re-invest this saving for the childcare subsidy scheme.
The Fund will pay up to 75% of the childcare costs, to a maximum of £300 per application (summer holidays)/£100 per application (Easter Holidays).
As the fund is limited, we are aware that not everyone who is eligible may get the opportunity to benefit. All applications will be recorded for monitoring purposes.
How do I apply?

How and when is the Subsidy Money Paid?
If your application is approved, this will be confirmed to you via email.
Receipts showing payment made must be provided by you before we can make payment for the subsidy. Receipts are required for internal audit purposes.
The childcare must be paid for before we can provide any monies to you.
The payment will be made to you via payroll, therefore resulting in tax deductions.
Payment for the subsidy will be made to you following the end of the relevant holiday period.
All childcare providers MUST be registered and/or insured.

Important Information
The responsibility for choosing an appropriate registered and/or insured childcare facility rests entirely with the member of staff applying for the subsidy. Public Health Wales does not accept any liability for the standard of care, service etc provided.
Public Health Wales retains the right to refuse or reject applications, due to lack of funds, volume of applications made, or any other justifiable reason.
