Transforming Learning Service Development Contract for Schools

The Bradford Transforming Learning Service is part of the School Improvement Directorate and is responsible for delivering contracts commissioned by schools, by the School Improvement Service or by other partners within Education Bradford.
Our purpose is: to empower those who work in schools to be outstanding practitioners, able to motivate and prepare young people to influence and respond positively to a changing world.
and our mission is: to respond promptly and appropriately to enable schools to provide relevant, inspiring and successful educational experiences and transform life-chances for all learners.
The Service structure and ethos is based on the following Principles:
The Service is committed to work in partnership with schools to provide a personalised and flexible response to need;
Schools are best placed to identify and express their own needs and to manage and monitor the developments that will meet their specific requirements;
Schools should lead on evaluating the effectiveness and impact of the work of the Service and for securing sustainability of the improvement;
The Service has a role as an advocate for all learners therefore beyond the universal offer, the response of the service will be in proportion to the needs of all schools and of the children in them;
We have high expectations for all our young people and believe that disadvantage should be a spur to educationalists to even higher aspirations;
We value diversity and will actively promote cohesion between children of all communities.
The Transforming Learning Service is committed to providing consistent, high quality processes. We are therefore committed to the following Practices.
We:
share a common vision and are committed to self review and continuous improvement founded on evidence-based innovative practice;
will always agree a personalised and specific contract for work with each school;
will coordinate our work internally in each school to provide a coherent, efficient and effective response;
will develop networking opportunities to help schools to share each others’ experience;
will encourage calculated risk taking, in order to be creative, inspirational, innovative and enterprising;
will work collaboratively with other EB colleagues and external partners to secure the benefits of shared experience and expertise, by working across all teams to maximise synergy, avoid duplication and omissions;

Types of In-school Development Contracts
School-based work will normally be based in the following offer and will depend on the identified needs of the school:
“Standard” contracts: 3 days :
typically one half-day per week for a half term;
“Intensive” contracts: 6 days:
typically one full day per week for a half term;
“Extended” contracts: 6 days:
typically half a day a week for a term.
“Bespoke” contracts: can also be negotiated, but we would be unwilling to agree any contract less than 12 hours in total as we feel that this is less likely to result in a long-lasting, embedded development.
A “mini” contract 6 hours
typically support for staff meetings / PD days.
(NB: a “day” is deemed to be 6 hours; a half term is deemed to be 6 weeks. This allows for planning days most half terms and planning time in most days).
Priorities for allocation of support:
These will follow the Education Bradford priorities for schools which have greater needs, and will also depend of the school’s capacity to manage concurrent developments. The BROAD guidance for allocation will mean that in addition to the National Strategies’ universal entitlement, e.g. network meetings, we will offer the following contracts free of charge. Some targeted support may be included in this allocation.
Priority 1: 3 standard / intensive contracts per year;
Priority 2: 2 standard / one intensive contracts per year;
and we hope also to be able to offer:
Priority 3: 1 standard contract per year;
Priority 4: 1 mini contract per year.
Additional Contracts / Costs:
Beyond the contracts allocated free of charge according to EB’s priorities, some additional contracts can be negotiated. We are therefore inviting requests for additional contracts and if we are able to provide them they would be available at the following costs (per consultant):
Costs to schools within Bradford District and for contracts with Localities will be negotiated depending on the circumstances but will be in the region of:
Standard Contract (18 hours) £1300
Intensive / Extended Contract (36 hours) £ 2500
Mini contracts and Bespoke Contracts: £450 per day
Twilight session £225
Csts to schools outside Bradford District
Standard: £1600; Intensive / Extensive: £3000
Bespoke: £600 per day; Twilight session: £300

Alterations to the contract:
The contract form will be held electronically on Bradford Schools Online. Access is available to staff of EB and to the headteacher of each school. Once agreed, the contract can be altered if necessary. Changes can be made in discussion with the consultant or the lead consultant named on the first page, and appropriate amendments made and agreed by both parties.
Concerns, problems or suggestions should be taken up through the same route or can be dealt with by the Lead Secondary Consultant, Jenn Plews; the Co-ordinator of National Strategies, Mark Chambers or by the Head of Transforming Learning Service.

Confidentiality details:
The data collected through this means is protected under the Data Protection Act and will remain confidential between the selected individuals in each school and the relevant colleagues in EB.
