New NMC Chair, Pascal Blondet introduced himself and gave his background. Pascal thanked Mark Rechtsteiner for his guidance as the previous chair as well as Joe Pinto and also the EADS & Airbus team members. Pascal noted that he is honored to be the first non-American NMC Chair. The meeting was called to order and a quorum check was done. There was quorum for this meeting. The Code of Ethics was also reviewed.


A motion was made to approve the October 2010 NMC meeting minutes. This motion was seconded and the October 2010 NMC meeting minutes were approved.

  1. PRI/Nadcap Status Report


Scott Klavon presented the Nadcap Status report. Audits scheduled for 2011 are currently at 97% of plan. Audits scheduled at year end of 2010 were at 104% of plan. It was noted that Mr. Kevin Ward has accepted the position of NMC Vice Chair. PRI Board Members, Scott Collinge, Steve Wells, and Junji Tsuji were recognized as in attendance of this meeting.   1. NMC Chairpersons’ Report


Pascal Blondet advised that comments were resolved and the revision of NOP-001 was approved. PRI is developing a Nadcap Asia strategy and NMC Primes are to discuss the strategy within their companies. Teams were established to manage the implementation of the Nadcap Checklist Vision, as well as to evaluate equitable contribution to the program, and future strategy. Chet Date presented the Metrics Sub-Team report. Currently all metrics goals are being met indicating processes are stable. A recommendation was made to the PRI Board of Directors to keep the 2010 goals the same for 2011. For more details please see the attached presentation.

Heather Meyer reported that the Standardization Sub-Team discussed NMC Auditor Consistency Sub-Team activities and reviewed proposals for new projects. The Sub-Team sanctions two projects, which include the revision of Merit Criteria to include NCRs for 18 month accreditations, and revision to the Failure/Suspension process. Kevin Ward reported there are no ethics or appeals to report.


Frank Marriot reported that the sub-team discussed the summary of the 2010 NMC Oversight Audit. The 2011 Oversight auditors were identified and the Task Group observations assignments are complete. The Sub-Team recommended improvements to NMC Steering from the 2010 audit and chartered a sub-team to review/revise NOP-004. For more details please see the attached presentation.

It was noted that Dewey Whittaker was named the new Electronics Task Group Chair and Angelie Vincent was named the new NMSE Task Group Chair.
