As you know, the Governor is proposing that the IHSS program be eliminated.  Please help to fight this proposal and save homecare services. The Senate Budget Committee will be holding a hearing on this and other issues on FEBRUARY 2, 2010 in Sacramento.  The hearing will focus on (though not necessarily be exclusively limited to) the Governor's special session proposals and will include limited time for public comment.

 

The Governor and the legislature need to see who these cuts will affect, but if you are unable to attend the hearing in person we strongly encourage you to send written comments to the committee in advance. In 1973 Governor Reagan created the In Home Supportive Services (IHSS) program as a less expensive way to provide services to the elderly and disabled at a lower cost than institutionalized care. Homecare services are an essential safety net for all Californians.  If you were to experience catastrophic illness or accident and then lose employment it is hard to survive safely in your own home.  Many people do not have relatives who can afford to look after a loved one if it means quitting their own job.  This is also true for persons who are aging but do not want to live in an institution.  Californians have expressed year after year that homecare services must be maintained.

IHSS saves taxpayers money and stimulates local economies in several ways:

For some low income elderly or disabled Californians the support they get through having an IHSS provider come to their home is literally a life and death issue.  Elderly and disabled Californians should have the option of receiving support in their own homes rather than being forced into state run nursing facilities or institutions, where notoriously horrific and inhumane conditions often prevail.  Californians believe that funding for homecare, like education, should be a priority for the state so consumers have a choice.

The In Home Supportive Services (IHSS) program was created to provide that alternative, yet state budget issues are now threatening the program's existence.

Your personal circumstances take this from "politics" to the human level.  It does make a difference if you say what it is like for you and how you are impacted.

For Homecare Consumers

         WHAT WILL HAPPEN TO YOU IF IHSS IS ELIMINATED?

         Were you given access to your individual Functional Index Rankings and Score (the number determining if you will still get services), if IHSS is not eliminated but drastically reduced?

         If you know that you have a functional index below 4, would the proposed loss of IHSS cause you to be institutionalized?

         If you would still be eligible under the proposed cuts, will you have to move or be institutionalized due to lowered authorized hours or pay rates?

         How will the new provider requirements (background checks, fingerprinting etc) affect your ability to hire a new provider or keep your current worker?

For Homecare Providers

         WHAT WILL HAPPEN TO YOUR FAMILY IF IHSS IS ELIMINATED?

         Has your client been informed about their Functional Index Rankings and Score so that you know if you will have a job if the proposed cuts are implemented?

         Will you lose your job because your client will become ineligible under the proposed cuts?

         Do you know if the new provider requirements including background checks, will bar you from being a homecare provider?

         Will the cost of paying for your own background check bar you from being a homecare provider?

         If you are a homecare provider who will still have a job, will you have to get a second job to replace lost wages?

         Will you have to give care to someone without being paid for it, in order to keep them out of an institution?

         Will you have to place a loved one in an institution?

         Will you have to quit homecare work all together?
