Draft New Resolution ITU-R [CRS]

Studies on the implementation and use of cognitive radio systems


  1. APT proposal to RA-12 on CRS (RA/PLEN/22 Add.2)

(1) APT position is that further technical and operational studies to facilitate the introduction and/or the implementation of CRS technologies are required.

(2) An ITU‑R Resolution on CRS studies should be developed to provide guidance for these studies.

(3) A Draft Resolution ITU-R [CRS] is proposed to RA-12.

(3-1) The proposed APT draft Resolution is based on SG1’s draft (Document 1/1001 Annex 1)

(3-2) Major modifications to SG1 draft by APT in the contribution (RA/PLEN/22 Add.2) are as follows;

  1. considering (k), which addresses the same issue as that of SG1 draft but in a different manner, relating to the sharing and protection of the existing service.

  2. considering (l); the deletion of the first part, i.e. the deletion of the first clause which is for radiocommunication services employing CRS.

  3. recognizing (f), which describes the needs of further studies on the introduction of CRS technologies within a radiocommunication service and on sharing among different radiocommunication services.


  1. Result of RA-12 on CRS

  1. The APT proposal on CRS was dealt in COM4 WG4C “New Technologies” chaired by Mr. Daniel Vergères (SUI).

  2. The contributions to a new Draft ITU-R Resolution [CRS] are PLEN/15 (Add.1) (CEPT), PLEN/22 (Add.2) (APT), PLEN/27 (USA), PLEN/38(CITEL).

  3. The developed ITU-R Resolution is available as Doc. RA12/PLEN/56-E.

  4. The APT’s proposal of considering (k) has been included in a new considering (g).

  5. The APT ‘s proposed modification to considering (l) has been included in a new considering (j).

  6. The APT’s proposal of considering (f) has been included in a new considering (k).

  7. The new resolves of the draft Resolution are as follows;

  1. to continue studies for the implementation and use of CRS in radiocommunication services;

  2. to study operational and technical requirements, characteristics, performance and possible benefits associated with the implementation and use of CRS in relevant radiocommunication services and related frequency bands;

  3. to give particular attention to enhance coexistence and sharing among radiocommunication services;

  4. to develop relevant ITU-R Recommendations and/or Reports based on the aforementioned studies as appropriate,

The APT’s proposed resolves 2 and 3 were combined together into a new resolve 2 above. A new resolve 3 has been created according to the views of Russian Federation.


  1. Future work towards WRC-12

The draft ITU-R Resolution [CRS] to facilitate ITU-R studies on CRS has been successfully developed based on the contributions from APT, CEPT, CITEL and USA, all of which have the same intention to facilitate ITU-R studies on CRS.

It was approved at COM4 and sent to PLENARY for approval.

Judging from the atmosphere in the RA-12 WG4C, the proponents of the ITU-R Resolution on CRS may support Method B1, Option B ( No change to the Radio Regulations and develop an ITU-R Resolution providing guidance for further studies on CRS) at WRC-12. APT should collaborate with these regional and national entities to achieve APT’s goal on this issue, while there also seems other view (Russian Federation and RCC).
