CONCERNING:

Annex to the Report on Alleged Infractions of the Convention

1. The Secretariat is providing to the Parties a draft of summaries of alleged infractions and other matters concerning enforcement of the Convention that have been selected by the CITES Secretariat, for the period 1 April 1994 through 31 August 1996. These summaries, along with the comments from the Parties, will be included in the Annex to the document "Review of Alleged Infractions and Other Problems of Enforcement of the Convention", which will be submitted to the tenth meeting of the Conference of the Parties.

2. As the document is a draft for review, it must be considered as confidential. It is provided to the Parties for the purpose of soliciting their comments on the accuracy of the information being reported by the Secretariat and, in a number of cases, to seek additional information.

3. The final document, based on the information available to the Secretariat, will be prepared immediately after the date indicated below. The final document will include:

a) the comments submitted by the Parties;

b) additional comments and recommendations of the Secretariat;

c) a summary of information on Parties that have not submitted annual reports; and

d) a draft of decisions of the Conference of the Parties.

4. Parties are invited to submit their comments to the Secretariat in writing. Each Party should limit its comments to information that relates directly to itself. In order to be considered, comments must be received by the Secretariat as soon as possible, but no later than 4 March 1997.
