Minutes of the Additional Meeting of Council held in the Council Chamber at 7.00pm on Tuesday 26 May 2015



The Chairman welcomed Mr Pearce a member of the public who read out to the Council a letter that he had written regarding the state of the A361 road gullies through Braunton. He has estimated that 95% of the gullies are blocked and silted to the top. He acknowledged that this is the responsibility of Devon County Council he has informed them on several occasions but still no action has been taken to unblock the gullies. He expressed his concern that if this matter is not actioned it could cause further flooding in the village.


The Council agreed to forward Mr Pearce’s letter on to Devon County Council Highways and Flood Risk Management and insist that action be taken to unblock the gullies in Braunton along the A361.


Mr Pearce further informed the Council that a Public Rights of Way footpath near Park Farm was severely overgrown with brambles.


The Council requested the Clerk to report the state of this footpath to Devon County Council Public Rights of Way.

Items not on the agenda, which in the opinion of the Chairman should be brought to the attention of the Council


The Chairman informed Members that there was a vacancy for Lead Planning Member due to Cllr Mrs Chesters being appointed Vice-Chairman of Planning at North Devon Council. The vacancy would be filled at the June full Council meeting.


The Chairman reported that he had received an email from a concerned resident regarding the state of the pavement outside the George Hotel. The complaint mentions cigarette ends strewn all over the pavement and broken glass from empty bottles left lying around. It was also acknowledged that cigarette butts are often left on the pavement outside the book makers shop on the Square.


The Council agreed to pass the residents’ concerns on to North Devon Council Licensing Committee and to write to local businesses requesting that they provide suitable bins for the disposal of cigarette ends.

Cllr Mrs Wellstead declared a non-Pecuniary interest in Minute Ref: 033/2015/16, as she is the Chair of Braunton and District Citizens Club and Chair of the Vivian Moon Management Committee.


Cllr Miss De Groot declared a non-Pecuniary interest in Minute Ref: 033/2015/16, as she is a Director of 361 Energy CIC.


Cllr Mrs Chesters declared a non-Pecuniary interest in Minute Ref: 033/2015/16, as she is the Secretary and Chair of Trustees at the Vivian Moon Community Centre.


Cllr Spear declared a non-Pecuniary interest in Minute Ref: 033/2015/16, as he is a member of the Vivian Moon Community Centre.

Cllr Mrs Chesters, Lucas and Bonds in their capacity as North Devon District Councillors, stated that any opinions expressed during discussions on the following planning application represent a preliminary view and that they will naturally reconsider the application fresh when presented all the facts at principal level.

033/2015/16

Braunton Renewable Energy Feasibility Study

The Chairman welcomed Ben Eardley and Tom Furness from Energy Analysis.


Ben Eardley gave a brief presentation regarding progress that had been made so far with the renewable energy feasibility study in Braunton. The study has looked at the following options: -

  • Solar PV most viable for 1st phase roll out – lowest risk

  • Good wind potential – but on private land and potentially higher risk

  • Hydro – some smaller sites – too long a timeline for 1st phase roll out

  • Biomass – limited to small log scheme including surf museum and countryside centre – needs to be linked to community wood fuel project


The most feasible renewable energy for phase one would be Solar PV. Several sites have been identified which would be able to install solar PV panels relatively quickly. The reasons for this are: -

  • solar PV can be a mix of ground and roof mounted panel

  • Aiming for private wire connections

  • Good short list of potential projects – approx. 400 kWp of 1st phase projects

  • Good community benefit

Energy Analysis were unable to go into detail regarding specific sites that have been identified due to stakeholder confidentiality.


Other renewable options have been considered in the report but these would have a longer lead time. The study aims to keep the supply of materials local sustaining local businesses where possible. The next step would be for the Council to agree how the identified schemes will be funded.


It was requested whether Energy Analysis had contacted the owners of the industrial buildings on the outskirts of the village and local schools. Ben confirmed that contact had been made with the owners of the industrial buildings but for various reasons they were not able to get involved with the study. He has also contacted local schools and any viable schemes will be detailed in the report which should be with the Council shortly.
