Purpose and principles of Selection
4.1 The purpose of the selection process is to attract and select those with the greatest potential to be future leaders with the capacity to benefit the UK. In order to achieve this within local circumstances, Posts have flexibility to adapt to local conditions but are accountable for the quality of selections made.
4.2 At one end of the spectrum, selection may result from a discussion among senior colleagues in the mission to whom candidates are known, about who to nominate for an award. At the other end, it may require public advertisement followed by sift and interview process involving FCO and British Council staff.
4.3 The process itself is flexible as long as it meets certain principles:
attracts and selects best possible candidates
is the responsibility of Posts
is accountable (success at selection will influence future allocations)
is auditable (by NAO and Scholarships Team)
is cost-effective
manages the risk of fraud.
Selection Options
4.4 Many Posts will continue with their existing process of selection, just focusing it on the clearer purpose of identifying future leaders.
4.5 The selection process must enable the officer at Posts responsible for signing-off awards, usually the DHM or Head of Mission, to be assured that there is a sufficient basis for the expenditure of an award on a particular candidate. This needs to be auditable by external parties. The Standard Evaluation Form, attached at Annex A, and developed in accordance with best practice, is a useful guide to the criteria, and provides a simple auditable document. Posts are encouraged to use it.
4.6 However, some Posts may wish to move to other options. Annex B describes a sample of methods drawn from best practice, together with pros and cons.
Factors to take into account when deciding on how to select
4.7 Above are just a few of the methods available to Posts to attract and select future leaders for Chevening awards.
Choice will depend on:
Number of awards available and cost-effectiveness of options
Extent of Embassy contacts
Career paths of future leaders
Nature of target groups
Location of target groups
Competition from other scholarship schemes
Local prestige of Chevening Programme
Chevening Scholarship Criteria
4.8 The main target for Chevening Scholarships Scheme is that 20% of the annual intake should reach senior positions within 10 years of completing their awards with a further 20% progressing towards senior positions.
4.9 Applicants must, therefore, have the potential to rise to positions of leadership and influence. They will need to demonstrate that they possess the personal, intellectual and interpersonal attributes reflecting this potential. Although scholars must meet the academic requirements for their courses of study, academic excellence is not the determining selection criterion. They must also:
have an adequate standard of English, ie a 6.5 marking or over in IELTS. Please note that some courses now require an IELTS score of 7. (In exceptional cases, to be agreed by PDG, pre-sessional English language training may be provided subject to the merits of each case and against Posts' allocation).
be a national of a country other than the UK, at the time of applying for the award, and intend to return there at the end of the period of study (dual nationals will be considered by PDG on a case-by-case basis);
and normally:
already hold a degree of an equivalent standard to at least a good UK second-class Honours degree;
not already have received or be currently receiving financial benefit from a previous HMG-funded Scholarship.
Applicants who are not eligible
4.10 The following candidates are not eligible under country programmes or regional pools except where approved by PDG:
Those who are employees, employees' relatives (or former employees who have left employment within the past two years) of the FCO (including FCO Posts), the British Council, a sponsor or (where applicable) a sponsoring university;
Those who apply from another country unless they are able to return to their home country for interview and demonstrate their intention to become a future leader there;
Those applying for part time courses;
Those applying for distance learning;
Those applying for courses of less than three months/twelve weeks duration;
Those seeking secondary education;
Those seeking undergraduate degrees;
