Chairman Dank called the meeting to order.


Chairman Dank read the committee rules (see attached).


HB1620- Representative Richardson was recognized to explain the bill. Heath Merchant, attorney for OEA commented. Dr. Cowan, Superintendent with Canadian Valley Technical Center commented. Representative Jones made the motion Do Pass. Representative Kern seconded. Representatives Benge, Blackwell, Jones, Kern, Sullivan, Wright, Coody and Dank voted in favor. Representatives Deutschendorf, Harrison, McDaniels, Miller, Shelton and Staggs voted against. The motion was passed 8 to 6. The bill as amended will be reported as a committee substitute.


HB1875- Representative Balkman was recognized to explain the bill. Representative Blackwell offered an amendment. All were in favor of the amendment. Representative Kern made the motion Do Pass as Amended. Representative Sullivan seconded. Representatives Benge, Blackwell, Deutschendorf, Harrison, Jones, Kern, McDaniels, Shelton, Staggs, Sullivan, Wright, Coody, and Dank voted in favor. Representative Miller voted against. The bill as amended will be reported out as a committee substitute.


HB1273- Representative Brannon was recognized to explain the bill. Representative Staggs made a Do Pass motion. Representative Deutschendorf seconded. All members voted in favor.


HB1326- Representative McCarter was recognized to explain the bill. Representative Staggs made a Do Pass motion. Representative Benge seconded. All members voted in favor.


HB1446- Representative Turner was recognized to explain the bill. Representative Staggs offered an amendment. The amendment passed. Do Pass motion was made by Representative Deutschendorf. Representative Shelton seconded. The following members voted in favor: Benge, Blackwell, Deutschendorf, Harrison, Jones, Kern, McDaniels, Miller, Shelton, Staggs, Sullivan, Coody, and Dank. The following member voted against: Wright. The bill as amended will be reported as a committee substitute.


HB1760- Representative Denney was recognized to explain the bill. Representative Blackwell offered an amendment. The amendment failed 6 to 7. Do Pass motion was made by Representative Staggs. Representative Deutschendorf seconded. The following members voted in favor: Benge, Blackwell, Deutschendorf, Jones, Kern, Miller, Shelton, Staggs, Sullivan, Wright, Coody, and Dank. The following member voted against: Harrison.


HB1285- Representative Deutschendorf was recognized to explain the bill. Do Pass motion was made by Representative Miller. Representative Staggs seconded. All present voted in favor: Benge, Blackwell, Deutschendorf, Harrison, Jones, Kern, Miller, Staggs, Sullivan, Wright, Coody, and Dank.
