05-035 (April 6, 2005). Certification and Approval of 8260-series forms. ISSUE: The NFPO is requesting a change in policy to have the signatory approval for IFPs be documented on the reverse side of the applicable 8260-series form as is currently required for Specials. The current text for Order 8260.19 paragraph 873b reads: “Certification. The last page must be the only page certified except for special instrument procedures, which must be certified on the reverse side of the basic Form 8260-7.” The NFPO has proposed the paragraph be revised to read: “Certification. Procedure certification is accomplished on the reverse side of the basic procedure form, i.e., 8260-3, 8260-5, 8260-7, etc (see paragraph 811). When a Form 8260-10 is necessary, the “ALL AFFECTED PROCEDURES REVIEWED”, “COORDINATES OF FACILITIES”, “REQUIRED EFFECTIVE DATE”, “COORDINATED WITH”, “FLIGHT CHECKED BY”, “DEVELOPED BY”, and “APPROVED BY” blocks left blank. The “CHANGES” and “REASONS” blocks may be used for appropriate entries that do not fit on the basic procedure form.”

STATUS 04-06-05 – Brad Rush led this discussion. All agreed that signing the back of the 8260-3, -5, and -7 form is a better idea than signing the last 8260-10. This issue does not currently affect the DOD. Tom Schneider agreed to include this in the revision to Order 8260.19. If earlier implementation, it can be accomplished via policy memorandum. OPEN.


STATUS 07-07-05 – Tom Schneider briefed that this policy has been included in the Draft 8260.19C. Additionally, a policy memorandum is in work incorporating the recommendation for IFP and RNP SAAAR. No further discussion required. Open – pending publication.


STATUS 10-05-05 – Tom Schneider briefed that a policy memorandum was signed and forwarded by AFS-400 on August 5, 2005. CLOSED.
