Grade: SMP 20 – subject to job evaluation for Agenda for Change

Hours of duty: As required, necessary to post but not more than 48 hours per week


Annual leave: 27 days increasing to 29 days after 5 years NHS service and 33 days after 10 years NHS service


NHS Pension: 6% of salary (optional)

2. Job Summary


Contribute fully to the senior management team within Operations with specific service management responsibility within the Medical Division. The post has external relationships with the commissioners at primary care trusts (PCTs), Strategic Health Authority (SHA), Local Health Authorities and local acute NHS trusts.


With the aim of continual service improvement to ensure delivery of high quality care and customer services, activities include service re-design and development, managing staff performance, and providing professional advice on service improvements. The Manager will work with colleagues in the Operations Directorate and clinicians within the Division in the development of services, including redesign of services and may work in collaboration with colleagues externally within other parts of the health community.


Working with the Divisional Manager and Clinical Leads the post holder will contribute to an agreed strategic direction for services that are in accordance with best practice and the needs of the Trust.


The post holder will be directly responsible for providing support to medical consultants, their teams and other clinicians in the management of their departments. Activities will include planning and assisting with service delivery, the development of business cases, staff performance management, activity monitoring and delivery, quality control and budget management in line with The Trust Standing Financial Arrangements.


There is line management responsibility for staff from a range of disciplines. The post holder is expected to deputise for the Divisional Manager as necessary.

All staff within the Directorate are expected to treat other members of hospital staff with courtesy and respect. The hospital rules and policies, including the disciplinary procedure, apply to all staff without exception.


Managers are expected to plan their annual and other leave well in advance so that their absence is not detrimental to the service.

18. Disciplinary/Sickness and Absence


The post holder will ensure that sickness and absence is managed to ensure staff welfare and optimise resources

19. No Smoking Policy

We are a no smoking hospital, which does not allow smoking at work except in designated areas.




20. Security


It is the responsibility of all employees to work within the security policies and procedures of the Trust in order to protect patients, staff and visitors and the property of the Trust. This duty applies both to the specific work area of the individual and the hospital in general.

To undertake any other duties that may reasonably be required.


22. Study Leave and Training

Study leave is granted at the discretion of the manager. Normally, up to 10 days may be granted per annum for relevant study.



23. Method of Payment

Payment of salary is made into bank account or building society account by Direct Bank System. There is no facility for any other form of payment.

  • Degree Level or Equivalent

  • Minimum 3 years management experience, communicating at all levels of the organisation.

  • Budgetary management experience and understanding of the current NHS financial regime

  • Experience of staff management including: managing recruitment, performance monitoring, and appraisal, induction and mentoring.

  • Supporting senior clinicians in service delivery

  • Experience of chairing meetings including in a multi-agency setting.

  • Experience of negotiating and influencing at operational and strategic levels

  • Involvement in strategic planning

  • Experience of bidding for developing managing and mainstreaming short term funding streams

  • Evidence of leading change management processes.

  • Experience within the NHS









Knowledge


  • Knowledge and understanding of key Govt. legislation, national guidance / drivers relating to Emergency Care and Primary Care services


  • Knowledge of a wide range of staff management practices including: IPR, Disciplinary process, Recruitment, performance, redeployment and absence management


  • Knowledge of wide range of senior management practices including budgetary management, the consultation process, workforce planning cost pressures and service developments


  • Comprehensive understanding of clinical risk and clinical governance principles and their application


  • An understanding of the NHS’s macro and microenvironments.
