You asked for the following information from the Ministry of Justice (MoJ):

“I'm looking at aspects of prison performance and wonder if you can help me with a technical query about NOMS prison performance ranking system?

I want to find out what the comparator groups for each prison are.

For 2012-13, these are published on your website in the document PRS DATA 12-13.

I want to check what the groups were in previous years for which NOMS has published prison performance rankings. Clearly the comparator groups must have changed a bit - if only because prisons have been opening and closing over the past 3 or 4 years.

Grateful if you could point me to where I can find what the comparator groups were in earlier years.”

I can confirm that the department holds information that you have asked for, and I am pleased to provide this to you.

Please find enclosed as Annex A the Comparator Groups that were used in the end-of-year ratings for the years 2009/10 (when the Prison Rating System was introduced) to 2011/12.

Also enclosed as Annex B is a guidance note explaining the original basis of the comparator groups and how the methodology changed for 2012/13.
