PLAN ON USING THE CONTRIBUTION FUNDED BY
THE DONORS FROM THE CZECH REPUBLIC
OVERVIEW OF THE DISTRICT
Being a mountenous district of Thua Thien Hue Province, A Luoi is bordered Salavan and Sekong provinces of Laos PDR to the West, Dakrong (Quang Tri), Phong Dien (Thua Thien Hue) to the North, Tay Giang (Quang Nam) to the South, Huong Tra, Huong Thuy and Nam Dong Districts to the East. Five minorities are living in A Luoi, including Co Tu, Pako, Ta Oi, Pa Hy and Kinh. Ho Chi Minh Trail with a length of more than 100 km goes along the district. A Luoi district is connected with Hue City by the National Way 49, with two national borders to Salavan and Sekong (Laos). The district has a population of over 45.000 people, including 5.000 agent orange victims. Being a poor district of the province, A Luoi has low per capita income, high ratio of poor families, mostly agent orange victim families.
A Luoi Association of Agent Orange Victims was officially in operation upon the establishment decision by the Provincial People’s Committee in 2009. The district Assocition represents the victims in cooperating with domestic and international individuals and organisations to appeal for contribution and assistance to the victims and protect the legitimate rights and interests of victims. Recently, the district Association has been the bridge for the individuals, organisations, benefactors accessing to help the agent orange victims in an effective way and trusted by the victims.
DETAILED PLAN
Upon receiving 6.400 USD (equivalent to 140.160.000 VND) funded by donors from the Czech Republic through TT Hue Department of Foreign Affairs and Provincial Association of Agent Orange Victims, A Luoi Association commits to give the contribution to the poor victims’ families and instruct them to use money for goat raising, contributing to income generation and difficulty reduction for their life.
The implemention will be done as follows:
Upon considering each victim’s family circumstances and the above-mentioned contribution, the Association has decided to select 15 victim families in Hong Quang and Hong Kim Communes to support capital for goat raising (attached with the list of families).
In order to carry out the project on goat raising effectively, the district Association in cooperation with A Luoi Agricultural Promotion Center will give instructions on hunsbandry technique and assign staff to monitor and help them during the project implementation.
The contribution will be used to support 15 families as follows:
- Purchase of 30 goat breeds (20kg/goat) x 4.000.000 VND = 120.000.000 VND
- Assistance to barn building: 15 barns x 1.500.000 VND = 22.500.000 VND
- Purchase of veterinary preventive medicine for goats = 1.000.000 VND
Total budget for 15 families: 143.500.000 VND
Of which donors from Czech Republic funded 140.160.000 VND, the remaining 3.340.000 VND will be contributed by the District Association.
During the project implementation, the District Association will regularly inspect, monitor and invite veterinarians in the village for immediate treatment when the goats get disease.
The annual report on goat raising process of 15 beneficiaries will be submitted to Thua Thien Hue Association of Orange Agent Victims.
