The Armenian Minister of Foreign Affairs Eduard Nalbandyan and Commissioner Ferrero Waldner have signed in Brussels on November 6th, 2008 a Declaration agreeing to the deployment of a team of high-level EU Advisers in selected key Armenian administrations to support the implementation of the European Neighbourhood Policy (ENP) Action Plan in Armenia.
The Terms of Reference for this project had been agreed before the signature by the Delegation of the European Commission to Armenia and the Presidential Administration of the Republic of Armenia. This is the first time the European Commission deploys such a team of high level advisers in a ENP country to support reforms and the implementation of the ENP Action Plan, building on the experience of EU Member States.
Those high level advisers are intended to be recruited primarily from Member State administrations via secondment. In case not all positions can be filled in by candidates of proved high quality, individual experts will be recruited directly by the European Commission.
In this initial stage the EU Advisory Group will be composed of 8 high-level experts to be posted in selected administrations. They will operate under the guidance of a Team Leader who will closely coordinate their work with the Head of the EC Delegation in Armenia. The EC Delegation will moreover ensure that the recommendations made by the EU Advisory Group are adequately followed-up using the ENP instruments (TAIEX, Twinning and SIGMA).
The overall objective of this project is to support the Republic of Armenia in the implementation of its reform agenda with a particular emphasize on the implementation of the ENP Action Plan by:
advising on the implementation of the ENP AP in particular through the implementation of actions foreseen under priorities 1 to 5 and 8 and chapters 4.1, 4.3, 4.4 of the Action Plan;
advising on the further strengthening of relations with Civil Society and with democratic structures, of the rule of law, including reform of the judiciary and combat of fraud and corruption, and strengthening of respect for human rights and fundamental freedoms, in compliance with international commitments of Armenia;
advising on how to take full advantage of the possibilities on offer in the ENP (enhanced political dialogue, people to people contacts, enhanced access to EU internal Market, ENPI, EIB loans) in particular through the use of the TAIEX, Twinning and SIGMA instruments;
advising on capacity building in State administration, with an emphasize on the strengthening of capacities to deal with EU related issues. The EU Advisory Group will work particularly closely with the Armenian institutions, bodies and organisations in charge of coordinating the implementation of the ENP AP.
Specific activities:
The EU Advisory Group will provide advice in implementation of the objectives set forth above, more specifically in the fields of:
Political Reform:
Strengthening of democratic institutions:
Support to the Constitutional Reform of the RA, which provides better separation of powers, independence of the judiciary and functioning of local self-government;
Further reform of political system in line with actions foreseen in the ENP AP;
Further reform of the judiciary;
Strengthening of respect for human rights and fundamental freedoms
the adoption of further measures to fully implement actions foreseen under priority 2 of the ENP AP ;
Supporting RA in further developing the Human Rights Defender institution in accordance with relevant European and international standards;
Good Governance
Assisting RA in reforming public administration, enhancing its effectiveness, capacity and efficiency;
Assisting RA in evaluating and introducing necessary reforms to the functioning of the civil service system including e-government, introduction of ethic code, continuing an efficient fight against corruption, strengthening of a unified and transparent system of recruitment and improving educational training for civil servants,;
Assisting RA in the process of reforms of law enforcement bodies in line with the Armenian National Security Strategy and the ENP Action Plan;
Supporting RA in establishing of an effective local self governance, public and private sector management systems to increase efficiency, transparency and accountability of the Government and business;
Adopt a comprehensive regulatory framework for electronic communications services and promote the use of information and communications technologies by the Government (e-Gov) and commercial sector (e-Business).
Media Environment
Assisting RA in promoting pluralism of public media and freedom of the media, promoting a high level of professionalism in the media.
Economic and social reform, poverty reduction and sustainable development
Maintain macroeconomic stability and high rates of economic growth i.e. poverty reduction, equal opportunities of competition;
Harmonize Regional Development through decentralization; reform the territorial administration system to increase accountability of local self governance and territorial administration bodies; and reduce difference in productivity and income between Yerevan and the regions;
Social integration and consolidation i.e. targeted social inclusion program for the regions, development of vocational education, implement healthcare and pension reforms;
Development of human capital, Information Technology, and knowledge based society;
Complete necessary preparations for the recognition of the Market Economy Status, for qualifying for the EU preferential scheme known as GSP+ and for concluding a Free Trade Agreement (FTA) with the EU; Make full use of EU offer for Trade facilitations;
Develop and implement a comprehensive programme to improve the business climate encompassing public procurement and IPR protection;
Strengthen the overall administrative capacity of the customs administration and in ensuring implementation of a Customs Ethics Policy, based on the Commission’s Customs Blueprints;
