Core Training Offer for Special Educational Needs and/or Disability
The Core Training Offer will include:
Training packages that arise from Local Inclusion Forum Teams and delivered to schools or groups of schools will be at a minimal cost, outlined in the chart on the following page.
Core training offer to support the Universal level of Mainstream Core Standard and Training Courses at the Targeted / Personalised level of Mainstream Core Standards (charged as in the chart overleaf).
Bespoke training for low incidence SEND including HI, VI, MSI, PD and Down Syndrome are free of charge.
Training provided within national frameworks such as Language for Learning and the NatSIP/Sense MSI course are delivered to a nationally agreed costing structure.
Support and advice around individual children and young people are regarded as interventions, not training and are free of charge.
Parent focused programmes such as Early Bird, Early Bird Plus and Cygnet will have minimal charges made only for essential resources.

Training provided by Special School Outreach programmes will augment the Core Training Offer. The Special School training programmes are likely to be much wider than the Core Training Offer and will respond to local needs as well as include parent focused training.
SEND in Early Years
Core training for EY Practitioners to support the Universal level of the Best Practice Guidance is delivered by the Early Years & Childcare Service, Equality & Inclusion Team.

STLS professionals will link settings and schools to on line training opportunities; Inclusion Development Programme materials, the TDA SEND training materials for newly qualified teachers and online training opportunities.
For the purposes of the core training offer the delivery of courses is by district or area. The delivery in areas will be by local arrangement and can be by double district or three districts.

Language for Learning
The county response to enskilling the workforce with regard to Speech Language and Communication Needs is the delivery of Language for Learning Training, as schools are required to have Language for Learning strategies in place before a referral is made to the Speech and Language Therapy Service.
