Background Notes for Applicants



  1. All elected members of the Council receive by law a basic allowance, intended to recognise the time commitment of elected members, including such inevitable calls on their time as meetings with officers and constituents. Some elected Members are also paid a special responsibility allowance (SRA) to recognise significant additional responsibilities. SRAs are paid, for example, to Members of the Council’s Cabinet and Chairpersons of Committees. Expenses are also paid to offset the cost of travelling to meetings.


  1. The County Council may only pay these allowances and expenses after first considering a report from its Independent Remuneration Panel and making a Members Allowances Scheme. A Scheme must be made annually, before the start of the financial year.


  1. The Independent Remuneration Panel is appointed by the Council, but acts entirely independently. The term of office of the most recent Panel ended in 2018 and the Council is now seeking to appoint a new Independent Remuneration Panel for an initial four year term, May 2019 to April 2023.


  1. While no specific qualifications are required for appointment to the Independent Remuneration Panel, Panel members will be competent to work as part of a panel to carry out review of the Members Allowances Scheme. This will involve planning and carrying out the review, evaluating information and formulating recommendations, which are presented in a report to the full Council, usually annually. A Person Specification setting out essential competencies for Panel members is included at Paragraph 9.


  1. Candidates should note specifically that members of the Independent Remuneration Panel cannot be:


    1. an elected member of the Council;


    1. a person who would be disqualified from being an elected member of a local authority (see note below);


    1. a co-opted member of a committee or sub-committee of the County Council.


  1. The time commitment of Panel Members will vary each year, depending on the extent of the review. In some years, review may be minimal, while in others, full review will be requested by the Council. In a year where a full review is undertaken, the time commitment is likely to be about 3 or 4 half day meetings.


  1. The County Council pays an allowance of £300 /year to Panel Members (£400 to the Chair) and will meet travel and any other reasonable expenses.


  1. The role of the Independent Remuneration Panel will include:


    1. to develop an understanding of the work of the County Council and the legal basis of members allowances;


    1. to consider information about member allowances, including the views of elected members and officers, together with regulations and statutory guidance on what allowances may be paid;


    1. to interview elected members and officers of the Council if appropriate;


    1. to discuss information and findings, reach conclusions and make recommendations as a Panel to the County Council;


    1. to propose an Allowances Scheme which does not deter local people from standing for election to the County Council for financial reasons and which appropriately recognises the time commitment of members with special responsibilities.

  • Educated to a standard sufficient to have acquired the competencies required in the role.



Experience, Knowledge and Understanding


  • Experience of working effectively as part of a small team in a paid or unpaid setting.

  • Experience of decision making in a paid or unpaid setting.

  • Understanding of local government and the role of elected members (desirable)

  • Understanding of the principles of public life.


Skills

  • Able to plan and carry out a review within a given timeframe

  • Able to plan and carry out face to face interviews

  • Able to analyse and evaluate moderately complex written and numerical information

  • Able to communicate effectively in a small group

  • Able to work collaboratively in a small group

  • Able to communicate effectively in writing.



Personal qualities and commitment




  • Motivated to contribute to an important process in the County Council’s governance.

  • Evident probity.


Other factors


  • Able to attend planned daytime meetings (usually up to 4 half days/year)

Note


The following would disqualify a person from being or becoming a member of a local authority:


  1. Ineligibility to stand for election in the UK.


  1. Employed by or hold any paid office under the County Council.


  1. Holding a politically restricted post.


  1. Being subject to a bankruptcy restrictions order or interim order.


  1. Sentenced to imprisonment for a period of three months or more (including a suspended sentence) without the option of a fine during the 5 years up to the closing date


  1. Mayor of a Combined Authority area.


  1. Disqualification under the Representation of the People Act 1983.
