WHY AN HISTORIC DISTRICT

WHY AN HISTORIC DISTRICT?


With the 1999 Town Meeting fast approaching in March, Danville residents will vote to decide whether or not to create an Historic District consisting solely of town owned property in North Danville which includes the Old Meeting House, Ye Olde Cemetery, Tuckertown Road, and Town Forest property.


What is an Historic District?


Usually an historic district is an area where buildings, sites, or remains of man-made and natural resources appear in a setting that helps to tell the history of the community.


An historic district is typically designated by the local legislative body; i.e., a town meeting vote, whereby a specific area of the community is defined and designated, and alternations, relocation, construction, demolition, etc., are regulated within the designated area to help protect and preserve the quality of the area and to protect existing structures and/or places of historical and architectural importance.


Many people may believe that a property is automatically protected if it is registered with the National Register of Historical Places. This is not the case. The National Register only recognizes properties worthy of preservation. It does not provide for a review process nor protect against inappropriate alterations or changes to the property.


Sometimes the destruction of an important landmark is all it takes to prod a community to act to protect, safeguard, and retain its remaining historic assets. Designating an historic district is a useful way to protect sensitive areas of a community from inappropriate construction or uses of the land that would diminish the character of the properties within the district.


The formation of an historic district, when combined with existing planning and zoning requirements, can provide the most effective protection for the historical areas within a community that contribute so heavily in defining the community’s character. Creating historic district boundaries is easily facilitated in an area already maintained in a coherent setting, keeping in mind the purpose of a district is concern, no only with architecture, but with the overall historical significance of the area.


In March Danville residents will have the opportunity to decide for themselves the level of historic preservation they feel necessary to safeguard their historic, and many times fragile, assets from being destroyed by intensive development.
