Project abstract

2. Context:
In the framework of EUSALP French Presidency in 2020, Eurocircle is working with the Provence-Alpes-Côte-d’Azur Regional authority, and more especially with the Regional Youth Parliament (PRJ) to develop a KA3 project highlighting youth initiatives over the Alpine region, with a special attention for green/sustainable development projects.
On May the 9th 2020 will start the Conference on the Future of Europe for two years. This conference will give a framework for further reflexions on how to give a new breath to European democracy and citizenship. This project wants to take full opportunity of this window to bring light to youth participation in shaping the future of European society.
3. Concept:
The idea of the project is to give the floor to young people and allow them to take active part in the democratic policymaking process by giving them the place and skills to address policy makers with innovative ideas and recommendations on youth, sustainable development and entrepreneurship policy fields over the Alpine region. Erasmus+ Key Action 3 directly supports implementation of actions, activities and meetings between young people, youth organisation, political leaders and experts in the sector of youth at local, regional and international level.
The innovative approach resides in the fact that the project will be co-constructed in close relation with the members of the PRJ (30 young people aged 15 to 20), with the help of Eurocircle (support organization) and the Regional authority (Project leader - European cooperation and Youth & citizenship departments).
The goal is to encourage a greater number of young people to participate in democratic processes, including NEETs, by matching them with high-level policy makers but also successful young entrepreneurs with projects related to sustainable development from across the Alpine region.
The transnational gathering will take the form of a parliamentary simulation roleplay in order to achieve qualitative content of productions (recommendations) but also reach pedagogic objectives by giving participants keys to behave like policymakers.
4. Objectives of the project:
Train participants on key competences to represent the general interest and build up policy recommendations
Foster young people exchange between EUSALP territories on relevant thematics: mountain careers and economic opportunities, green transition, sustainable development
Create opportunities to match policy-makers and leaders with young people in order to facilitate youth implication in policymaking process
Highlight initiatives and projects developed by young people as potential solutions and spring of innovation for the future of the Alps and its problematics (Euroscepticism, desertion, global warming)
5. Activities and productions:
Under the form of a parliamentary simulation, participants will elaborate recommendation and position papers on youth, entrepreneurship and sustainable development policies, guided by the policy makers involved in the project.
Produce a list of success stories and young entrepreneurs in the Alpine region (articles, videos ..).
Produce recommandations in collaboration with policy makers involved (elected representatives in charge of youth and EUSALP ) and sending of the project's conclusion to other policy makers involved in the alpin territory and in the project's topics
6. Pedagogic approach
In order to dynamize the reflection process during the project, the activities will take the form of a parliamentary simulation
in 3 phases :
1st transnational meeting : constitution of the Parliament, constitution of 4/5 thematic commissions decided by participants (ex: Youth, citizenship, sustainable development, entrepreneurship, education etc … each commission sets up its own area of competence and interests).
2nd transnational meeting : work in commission, identification of relevant topics, challenges and initiatives, interviews with stakeholders, draft of the proposition for recommendations.
3rd transnational meetings : presentation of the propositions, debates, amendments, vote
In order to ensure the equal participation of all young people, other activities will be organized so as to set a common ground and make sure everyone is on the same level of skills and knowledges :
Keynote addresses by relevant personalities (politicians, scientists, journalists, entrepreneurs etc.)
Capacity-building workshops on parliamentary competences (public speaking, argumentation process, crictical thinking, debating skills etc.)
